Customs User Fee Changes Effective October 1, 2025

U.S. Customs and Border Protection (CBP) will implement annual updates to user fees starting October 1, 2025. Key changes include:

  • The Merchandise Processing Fee (MPF) ad valorem rate remains at 0.3464%.
  • The minimum fee increases from $32.71 to $33.58.
  • The maximum fee increases from $634.62 to $651.50.

De Minimis Rule Update – Effective August 29, 2025

Shipments valued under $800 will no longer qualify for de minimis treatment. Under this suspension, all non-postal shipments must be processed by a customs broker. All goods are subject to all admissibility requirements and applicable duties. CBP has updated their FAQs to clarify postal vs. non-postal shipments and duty calculations. New Tariff Requirements Fact Sheet for 2025

CBP published a new reference chart outlining applicable tariffs for 2025 customs entries including auto and auto parts, copper, steel, aluminum, Brazil, Russian oil, Canada, Mexico, China/Hong Kong and Reciprocal tariffs. Access the fact sheet here.
